RECRUITMENT & HIRING
The recruitment and hiring process for all Chino Valley Fire staff positions is designed to attract and appoint the most highly qualified candidates. All promotional examination processes and open recruitment are designed in the same way and are conducted in accordance with Chino Valley Fire Personnel Rules and Regulations and legal requirements. In 2007, Chino Valley Fire adopted a Standards of Cover Plan. This plan serves as a guide to address staffing and emergency response needs in the areas of fire suppression, and emergency medical service as the District continues to grow. Additionally, a Long-Range Personnel Plan focusing on the staffing needs of administrative and support positions was approved in 2003 and continues to be a reference point for changes in this area of staffing.
Chino Valley Fire’s employee relations activities are focused on ensuring that employment practices are handled in a consistent and fair manner and in keeping with all legal requirements. This includes classification and compensation studies, negotiation of labor contracts and administration for represented and unrepresented employee groups, and oversight of disciplinary matters. A major area of emphasis for the District is the development and administration of personnel-related rules, regulations, and procedures.

The protection of all Chino Valley Fire resources is a priority. These resources include our personnel, property, equipment, and capital. Chino Valley Fire focuses on identifying and analyzing areas of exposure to potential loss, examining alternative risk management techniques, and implementing and monitoring the most effective risk management solutions.
Chino Valley Fire is a member of a Risk Management Joint Powers Authority consisting of many public agencies throughout California. This JPA provides a pooled insurance program through which Chino Valley Fire obtains liability and property insurance and excess insurance coverage for its self-insured Workers’ Compensation program. Additionally, this pooled program provides supplemental risk management services such as third-party administrative services and training programs.
